As it is also possible to install a Sims3pack by double-clicking it, the vanishing Downloads folder is not really as urgent as if something like Saved Sims went missing. So if it really is the Downloads folder that disappeared, the only thing to worry about is what caused it to vanish, and can other (more important) folders vanish as well.
And "Mods" is the folder that contains the resource.cfg file (which tells the game what to do with everything in there) and the folder called "Packages" where your Package CC goes. "DCCache" is the big file that gets made (and added to) when Sims3packs are installed. It is also important to remember that "Downloads" is the folder where the Launcher looks for Sims3packs to install.
